How tough are the requirements for online services?

On June 10, amendments to the Federal Law “On Information, Information Technologies and Information Protection” were submitted to the State Duma for discussion. The main innovation of the amendments is to extend the provision of the law not only to social networks, but also to online services for posting ads. 

Increased attention is drawn to the clause on the legislative limitation of the share of ownership of online services by foreigners. If the bill is adopted, the participation of foreign companies in them will be no more than 20%. This restriction will include, in particular, the largest Russian ad service Avito, owned through the Dutch company Prosus by the South African media holding Naspers. 

In addition, the owners of the classifieds will be required to prevent the dissemination of defamatory information, service for illegal purposes and place an e-mail address to receive legally significant messages. 

What caused the need to amend the law, aif.ru explained Deputy Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications RF Anton Gorelkin: “I introduced this bill for discussion, since the activity of online services is in the“ gray zone ”, although some of them surpass social networks in terms of the number of users. We do not understand what they are doing, there is practically no regulation of this market, and with such a massive coverage, this at least makes you think. The form of the amendments proposed by me is not dogmatic, as a result of discussion with colleagues in the deputy corps and with the business community, the provisions of the amendments may change. 

The amendments have been submitted for discussion, the date of the first reading has not been set.
