The Ministry of Justice expanded the list of foreign agents, adding five people to it. The list includes:
- municipal deputy Ilya Yashin;
- TV presenter Tatyana Lazareva;
- blogger Maxim Katz;
- blogger Veronika Belotserkovskaya;
- opposition leader Ruslan Shaveddinov.
All new persons on the list have Ukraine in the column about foreign sources. Now the list consists of 13 people.

Ruslan Shaveddinov, an associate of opposition politician Alexei Navalny, told RBC that he was not notified of his inclusion in the register. “Another pressure and a response for political activity, just as I was entered into the register of extremists. Under a similar article, a case was opened against Belotserkovskaya in mid-March. The Investigative Committee considered that her publications “under the guise of reliable reports contained deliberately false information about the use of the Russian Armed Forces to destroy cities and the civilian population of Ukraine, including children.” In May, she was put on the wanted list, and at the end of June, the court arrested Belotserkovskaya's property.
Lazareva said in mid-April that she intended to stay in Spain so as not to endanger herself. “I'm not a hero, sorry. I will stay here, but as soon as possible, of course, I will return. In mid-April, Shaveddinov was put on the wanted list in Russia, his card appeared in the database of wanted persons of the Ministry of Internal Affairs. The department did not specify the article imputed to it. On Twitter, the opposition leader called the wanted ad “an assessment of his work.”
The decision of the Ministry of Justice was the largest expansion of the list of foreign agents in almost two months. The previous time, on June 6, businessman Yevgeny Chichvarkin got into the register of foreign agents, and journalists Oleg Kashin and Alexei Pivovarov were also added to the list of media foreign agents. After that, the organizations previously recognized as foreign agents Evgeny Ponasenkov “First Scientific” were included in the register of media-foreign agents. About a week ago, on July 14, President Vladimir Putin signed the law “On control over the activities of persons under foreign influence.” The document defined the concepts of “foreign agent”, “foreign influence”, “foreign sources” and types of activities.
Thus, a foreign agent is a person who has received “support from abroad”; or is “under foreign influence”; and is engaged in political activities in Russia, the targeted collection of data in the field of military, military-technical activities of Russia or the dissemination of messages and materials for an unlimited number of people.
