President of Ukraine Volodymyr Zelensky, in his evening message on Telegram, called on citizens to evacuate from the Donetsk region, especially from the zones of active hostilities.
“There are hundreds of thousands of people, tens of thousands of children in the zones of the most brutal battles. Many refuse to leave. But it really needs to be done, — he said, stating that the evacuation should begin as early as possible, especially when it comes to families with children. He urged citizens to speak with friends and relatives remaining in the region to convince them to leave, and to help the displaced if possible.
The President noted that there is already a government decision on mandatory evacuation from the Donetsk region, and now everything is in the process of being organized. “Full accompaniment, full assistance— and logistics, and payments. All that is needed is a decision from the people themselves, who have not yet accepted it for themselves. Leave, we will help, & mdash; he promised.
The decision to introduce mandatory evacuation of the population from the part of the region controlled by Kyiv was announced by the Minister for the Reintegration of the Temporarily Occupied Territories, Irina Vereshchuk. She headed the coordination headquarters, which will organize the evacuation. It is planned that at least 200-220 thousand local residents will be taken out of Donbass. Those who refuse to leave the region need to sign a document stating that they “understand and realize all the consequences and bear personal responsibility for their lives.”
Explaining the need to leave the Donetsk region, Vereshchuk said that there would be no heating in the region in winter, since there was “absolutely no gas supply” there; and “there is no proper power supply.” The Minister referred to Art. 33 of the Code of Civil Protection of Ukraine, according to which the mandatory evacuation of the population is carried out, in particular, in the event of an armed conflict in a particular territory.
Vereshchuk said that Zaporozhye region, 65% of which, according to the minister, has no gas supply, could become the next one for mandatory evacuation. The southern and central parts of the region, including the cities of Berdyansk, Melitopol, Vasilyevka and Energodar, are under the control of the Russian military, while the administrative center is controlled by Kyiv.
